		<description>Not only are murders up, so is kidnapping.  Just like in Iraq and Mexico, kidnapping in Venezuela has turned into a crime epidemic.

Due to a lack of rainfall to fill the country&#039;s major dams, hydro-electric generation cannot cover demand.  So Chavez has implemented stiff fines (taxation) on the upper-class to reduce usage.  The poor &quot;steal&quot; their electricity by tapping directly into the power lines and pay nothing for electricity and cannot be fined because they have no &quot;meter&quot; to record usage.

Chavez also recently began taking over international hotel chains and converting their properties into (ow-income) housing units.  

What was once a beautiful and safe country is now desperate beyond belief.  Everyday it gets worse as Chavez uses government to take over another private industry and run it into the ground.</description>
